The African Legal Support Facility (ALSF) was officially created in June 2009 subsequent to talks at the G8 summit in Gleneagles in 2005. Its purpose was to provide legal support to arm African governments against vulture funds during sovereign debt crises.

Since then, it has broadened its remit to cover all important legal challenges involved in business transactions and long-term contracts between governments and private operators. These are divided into five strategic pillars: sovereign debt transactions, extractive resources, PPPs and infrastructure, energy, and investment agreements, including litigation and arbitration. At the end of 2022, the Facility, which is closely linked to the ADB and hosted in its offices, had accumulated $120m in financing since 2008, of which it had disbursed nearly $94m.
