After Christian Agossa‘s 12-year reign, the Regional Mortgage Refinancing Fund of the West African Economic and Monetary Union (HRRC-WAEMU) said it wanted to “send an image of renewal”. So the board, chaired by Louis Adande, turned to another Beninese, Yedau Ogoundele.
