The agreement was signed on 6 January 2023 by Abdessalam Mohamed Salah of the Ministry of Oil, Energy and Mines. It was confirmed on 17 January by Ahmed Salem Tebakh, the president of the Mauritanian Public Procurement Regulatory Authority.
