The Société Nationale Industrielle et Minière (SNIM), 78.35% state-controlled, has not awarded a contract, declared the contract bid unsuccessful or proposed a new deadline for the validity of the bond to the two contenders – EPSA (Spain) and Norinco (China) – despite the bonding period expiring last February.
