Although invited by the Extractive Industries Transparency Initiative (EITI), the ministers of hydrocarbons and energy Vincent de Paul Massassa (Gabon), Bruno Jean-Richard Itoua (Congo Brazzaville), and Didier Budimbu Ntubuanga (DR Congo) were not present at the EITI-coordinated inter-ministerial meeting on the evening of 9 November. However, Ntubuanga did arrive in the Emirates on 10 November and participated in a presentation to investors.
