However, in March 2021, a rival agreement was signed for the exact specifications, this time with the company Afrique Digital Congo SA, through the provincial ministry of the interior. The benficiaries of Afrique Digital Congo SA are not known. This led to Hologram Identification Services Sarl (HIDS) referring it to the country’s Public Procurement Regulatory Authority (ARMP).
