Sonatel Groupe CEO Sékou Dramé went to Cotonou in January to launch the negotiations. Benin’s Finance Minister Romuald Wadagni, who manages this project, unsuccessfully called for tenders in May 2020. According to a source interviewed by Jeune Afrique Business+, the three shortlisted candidates—the Malagasy Axian, a subsidiary of the Indian Tata—and Sofrecom, a subsidiary of Orange—were deemed too expensive.
