In a confidential note addressed to the Minister of Public Works, Jean-Jacques Bouya, that Jeune Afrique Business+ has seen, the coordinator of the CAB project, Yvon Didier Miehakanda, explained that this 500-kilometre section of the backbone could not be used because it had never been put into operation or even maintained by the Ministry of Posts, Telecommunications and the Digital Economy (MPTEN).
